Governor Carcieri has proposed devastating cuts to Rhode Island's cities and towns in order to preserve the flat tax, which is a massive tax break for less than 1% of the richest Rhode Islanders. These cuts will force municipalities across the state to raise property taxes.

In his memorandum, the Governor reports that the state has made “considerable structural changes and reduced personnel expenses and state spending across the board.” He further notes that “significant” (emphasis added) pension reform was passed by the General Assembly last session.
